Allamakee SPF SIG 2011 - 2014
The Strategic Prevention Framework State Incentive Grant (SPF SIG) was a five-year grant funded by the Iowa Department of Public Health (IDPH) through the Substance Abuse and Mental Health Services Administration (SAMHSA) and Center for Substance Abuse Prevention (CSAP). SPF SIG was in 23 Iowa counties to meet the following goals:
- Reduce underage alcohol use
- Reduce adult binge drinking
As one of the 23 Iowa counties of "highest need" in regards to underage alcohol use and adult binge drinking, Allamakee County SPF SIG worked to implement five environmental strategies. Environmental Strategies are prevention efforts that aim to change or influence community and individual attitudes and behaviors.
The five environmental strategies implemented by Allamakee SPF SIG were:
Compliance Checks of Alcohol Retailers
A compliance check is a tool to identify alcohol establishments that sell alcohol to underage youth. In collaboration with the Allamakee County Sheriff's Department, several rounds of compliance checks were conducted in Allamakee County during the SPF SIG grant.
Enforce Impaired Driving Laws
Impaired driving is preventable and this enforcement strategy focused on the prevention of impaired driving among Allamakee County young adults. Highly visible enforcement, along with a public awareness campaign, can deter the number of alcohol related car accidents. Three saturation patrols and three safety checkpoints were conducted by the Sheriff's Department on Allamakee County roads during the time of this SPF SIG grant.
Apply Appropriate Penalties to Minors in Possession of Alcohol
This strategy focused on enforcing laws around underage drinking, specifically, at traditional drinking establishments like bars. Issuing citations to underage youth for possession as well as issuing citations and penalties for selling and/or supplying to underage drinkers was a part of this strategy. Allamakee SPF SIG worked with all the police departments of Allamakee County and the sheriff's department to implement regular "walk-throughs" of bars and taverns.
Counter-Marketing and Counter-Advertising Media Campaign
Mass media campaigns aim to persuade individuals to either avoid underage or binge drinking. SPF SIG implemented three media campaigns: "What Do You Throw Away When You Drink" targeting the underage drinker and "Stay Classy" targeting the binge drinker. The binge drinking "Changes You" campaign was introduced later in the grant.
